On a U.S. Navy warship during World War II, a young and neurotic lieutenant known as Ensign Pulver finds himself trapped in a world where discipline and duty are paramount. As his ship, anchored on the island of Guam, confronts monotony and military bureaucracy, Pulver, with his sarcastic humor and rebellious attitude, struggles to find his place among his fellow officers and the sailors, who see him as the life of the party.

The film explores the relationships among the crew members and the strict yet comically authoritarian captain, who embodies everything Pulver detests. As the story unfolds, Pulver orchestrates a series of pranks and absurd plans to break the routine, challenging authority and creating an atmosphere of camaraderie and fun among his peers.
