In a Los Angeles marked by chaos and violence, a veteran police helicopter pilot, Frank Murphy, finds himself in the eye of a technological and conspiratorial storm. Murphy, who battles his own demons and memories of his time in Vietnam, is selected to test a sophisticated surveillance helicopter, an ultramodern device that combines weaponry and cutting-edge technology. However, what seems to be a simple test job soon becomes a descent into a dark world of corruption and abuse of power.
As Murphy gets acquainted with his new and dangerous machine, he begins to uncover that his superiors have hidden plans that go beyond surveillance: a plot to use the helicopter as a weapon against the population. As his paranoia grows, so does the tension with his partner, who starts to question the loyalty and ethics of their mission.
Things become even more complicated when a brave journalist gets involved, investigating the connection between the helicopter and a shadowy arms deal, putting not only her life in danger but also Murphy's.
