In a small city in Europe, racial and political tensions rise with the arrival of a group of foreigners seeking refuge. The streets, normally quiet, become a hotbed of jealousy and resentment. Dan, a young idealist, is drawn to the enigmatic leader of the immigrants, a charismatic man named Sam, who represents a new beginning for many but is also seen as a threat by the local inhabitants.

As Dan and Sam forge an unlikely friendship, conflicts erupt. While the citizens begin to organize into groups to defend their "land," Dan finds himself torn between his love for his city and his growing admiration for the newcomers.
