In post-war Berlin, an intrepid American congresswoman, embodying a mix of idealism and cynicism, arrives in the city to oversee humanitarian aid to the Germans during a crisis. Her mission seems straightforward, but she soon finds herself caught up in a whirlwind of intrigue and moral dilemmas.
