Based in Washington D.C., the system is managed by a special division of the police dedicated to arresting potential criminals before they commit their crimes. The head of this unit, John Anderton, is a fervent believer in the system until he becomes the next target. Accused of a murder he has yet to commit, Anderton is forced to flee, seeking the truth behind his own prediction.
As he escapes from the law, he begins to investigate the system he once served faithfully, uncovering a web of corruption and manipulation.
