In a dark corner of Boston during the 1970s and 1980s, FBI agent John Connolly seeks a way to combat the rising violence of organized crime. His solution seems radical yet effective: to convince a dangerous Irish mafia boss, James "Whitey" Bulger, to collaborate with the authorities. Bulger, masterfully portrayed, is a charismatic and terrifying character who operates in his community with a mix of loyalty and terror. As the FBI protects him and promotes his rise in the criminal world, the lines between justice and corruption blur rapidly.

As Bulger becomes an unexpected ally for the FBI, Connolly sinks deeper into the game; his ambition drives him to ignore warnings about the dangers of associating with a man capable of anything to maintain his power. The film depicts how Bulger, despite having the authorities on his tail, continues to expand his criminal empire, manipulating from the shadows and unleashing a wave of violence on the city.

With a tense narrative and impactful performances, the story explores the complexity of loyalties, betrayal, and the struggle for control, revealing the dark camaraderie that forms in the world of crime. The result is a brutal and fascinating chronicle of the rise and fall of a man who crafted his own version of the law, leaving a trail of destruction in his wake.
